Does Argentina have Visa on arrival policy?

Im a Nepalese citizen, studying in the USA and want to visit Beunos Aires in like 3 weeks, the application for visa is too late for me so I wanted to know if I could get a visa on arrival at the airport..???
I read in the lonely planet that I could get one on arrival but anyone has more information about it?

No, the application is not too late but without a visa you’ll be denied entry. Check the Consulate General covering your state of residence and apply for your visa asap.
